heal.abstractThis paper studies human capital and environment dynamics accounting for the interactions between health, education, environment and public policy. We conclude that taxes and public environment spending do not affect welfare significantly, but they have an important impact on human capital and environment quality. Taxation depends on human capital and environment stocks. Also, government environment expenditure is positively related to human capital and negatively associated with environment quality; the opposite is true for public education spending. Additionally, in countries with advanced abatement technology, the steadystate relationship between human capital and environment quality is positive. However, along transitional dynamics, the relationship between human capital and environment quality may be positive or negative, depending on initial conditions. This suggests that the environmental Kuznets curve may be a transitory phenomenon.en
