| heal.abstract | Η απορρύθμιση της παγκόσμιας οικονομίας, λόγω της κρίσης που εκδηλώθηκε στις ΗΠΑ το 2008, σε συνδυασμό με τα υψηλά ελλείμματα και το υπέρογκο δημόσιο χρέος, οδήγησαν την Ελλάδα, τον Μάιο του 2010, να τεθεί υπό αυστηρή δημοσιονομική επιτήρηση, από τους θεσμούς του ευρωπαϊκού και παγκόσμιου οικονομικού κατεστημένου. Η χώρα μας, μη έχοντας περιθώρια ελιγμών, υιοθέτησε μέτρα λιτότητας, τα οποία επέφεραν ραγδαία συρρίκνωση της οικονομικής δραστηριότητας και γενική πτώση της κοινωνικοοικονομικής ευημερίας των πολιτών. Η παρούσα εργασία έχει ως σκοπό τη διερεύνηση των επιπτώσεων της οικονομικής κρίσης στον υγειονομικό τομέα και στο επίπεδο υγείας του πληθυσμού της Ελλάδας, η οποία εγκλωβισμένη από τις δημοσιονομικές ανισορροπίες έπρεπε να μειώσει τις δημόσιες δαπάνες για την υγεία, επηρεάζοντας αρνητικά τη λειτουργία των υπηρεσιών υγειονομικής περίθαλψης, ορθώνοντας εμπόδια στην πρόσβαση των πολιτών σε αυτές και συμβάλλοντας στην περαιτέρω φτωχοποίησή τους. Παράλληλα, η ανεργία και η φτώχεια, σε συνδυασμό με το κατακερματισμένο σύστημα υγείας, επιβάρυναν τη σωματική και ψυχική υγεία μεγάλου μέρους του πληθυσμού. Τα δύο ερευνητικά ερωτήματα που τίθενται στη διπλωματική εργασία είναι «πώς η μεταβολή του ΑΕΠ επηρέασε τις δημόσιες δαπάνες υγείας» και «πώς η μεταβολή των δημόσιων δαπανών υγείας επηρέασε ορισμένους κοινωνικούς δείκτες», κατά την περίοδο της οικονομικής κρίσης. Η μέθοδος που χρησιμοποιήθηκε, προκειμένου να απαντηθούν τα ερωτήματα, είναι η ανάλυση χρονολογικών σειρών, η δε εκτίμηση των σχέσεων των υπό εξέταση μεταβλητών προσδιορίστηκε μέσω γραμμικών μοντέλων παλινδρόμησης. Από τα αποτελέσματα της έρευνας παρατηρήθηκε στατιστικά σημαντική θετική σχέση μεταξύ του κ.κ. ΑΕΠ και των δημόσιων δαπανών υγείας ανά κάτοικο (p-value=0,019), ενώ μεταξύ των δαπανών αυτών και των δεικτών «AROPE», «αριθμός θανάτων από αυτοκτονίες» και «ανεκπλήρωτες ανάγκες υγείας» προέκυψε ισχυρή στατιστική αρνητική συσχέτιση, σε επίπεδο σημαντικότητας 5%, με τους δύο πρώτους δείκτες και οριακά σημαντική στατιστική αρνητική σχέση με τον τελευταίο (p-value=0,084˂0,1). Τέλος, δεν παρατηρήθηκε στατιστικά σημαντική σχέση μεταξύ των κ.κ. δημόσιων δαπανών υγείας και της βρεφικής θνησιμότητας (p-value=0,664). | el |
| heal.abstract | The deregulation of the world’s economy, due to the crisis that took place in the USA in 2008, in combination with the high deficits and the huge public debt, led Greece, in May 2010, to be placed under strict fiscal surveillance by the institutions of the European and global economic status quo. Our country, having no leeway for manoeuvre, adopted austerity measures, which led to a rapid contraction of the economic activity and a general decline in the socio-economic prosperity of the citizens. The purpose of this study is to investigate the consequences of the financial crisis on the healthcare sector and on the health level of the population of Greece, which entrapped by fiscal imbalances had to reduce public expenditures on health, adversely affecting the function of the healthcare services, creating barriers to citizens’ access to them, contributing thus to their further impoverishment. At the same time, unemployment and poverty, in combination with the fragmented health system, burdened the physical and mental health of a vast part of the population. The two questions of the research posed in this master’s dissertation are "how the change in GDP affected public health expenditure" and "how the change in public health expenditure affected certain social indicators", during the financial crisis. The method used to answer the above questions is that of the chronological order analysis and the evaluation among the relationships of the variables in question was determined by linear regression models. The results of the research showed that a statistically significant positive relationship was observed between GDP per capita and public health expenditure per capita (p-value = 0.019), while between these expenditures and the indicators "AROPE", "number of deaths from suicide" and "unmet health needs" there was a strong statistically negative correlation, at the significance level of 5%, with the first two indicators and a marginally significant statistically negative relationship with the latter (p-value = 0.084˂0.1). Finally, no statistically significant relationship was observed between public health expenditure per capita and infant mortality (p-value = 0.664). | en |
